staying at POR, riverside resort

for family staying at this resort , what is the most efficient way to rent a car ? He has 3 young kids and want to know which is the most efficient way (less time consuming, easiest). I thought of two options for him:
-going to TCC , will he be picked up at POR ?
-go to dolphin, go to downtown disney , then bus to dophin (though he would have to cater to traveling time)

If he rents from Car Care Center (Alamo and National), he can call as close in as an hour before he needs to be picked up, and they will send a shuttle for him wherever he needs it (well, the front of the resort, not exactly to his room area). We opted to be picked up at our resort, but we could have been picked up at the race expo at Wide World of Sports. At the end of the rental he drops it off and then signs up after the return for a shuttle to go where he needs to go. If going to MK, they drop off at TCC FWIW.

Just hitching onto this - if you have young children, can you get child seats and boosters with your rental car from most of the major companies?
