It depends on the weather as we have had some cold Septembers. Really on average it starts to cool down by the end of August.
 
Actually, that graph analysis may be oversimplified. In September/October, it is HOT in Orlando. The lines for Splash are long even when the crowds are low because it is a wet ride and because it is very cool inside the ride, which lasts quite a while. In other words, people flock to this ride to escape the heat in those months. In January/February, it is cold. Crowds are higher, but the lines are just as short.

So, while there may be more marginally more people in the parks during that period, there could actually be fewer riders. But, more importantly, people will miss a cool/wet ride more in hot months than in cold months. So it will have a greater impact in the hot months than the cold months.

It isn't a simple math equation since the enjoyability of the ride varies based on the weather conditions.

This is, of course, just my interpretation of the facts. And, as @rteetz suggests, this could be a part of a plan that I just fail to see or believe in. Because the only way the timing makes sense is if they simply cannot do this in January, when they have always done it, for some reason.

The average high temperature is 90 degrees in September and 91 in July & August, so it is 1 degree cooler. Average lows are also 1 degree cooler. Yeah, 1 degree. o_O
 

Anyone going to FL in September looking for cool weather is likely to be disappointed. Highly likely to be very disappointed.

Thus the reason I like where I live. I get 4 seasons..now the weather doesn't always match the season we're in (random 70s days in December or 30s/40s in May for example) but still I get a break from the humidity and a break from the cold and I get those great spring days and beautiful fall days.
 
So can we conclude that part of the reason the Splash Mountain refurb was bumped up to the fall was to make way for a larger refurb on another attraction in January 2018?
 
Do you think it would be a MK attraction, or could it be any E-Ticket/big attraction at the resort?
Not really. Many are hoping for Space Mountain, otherwise I'd have to think it's a Fantasyland ride, maybe HM? A lot of possibilities.
