Spectator Driving from All Star

Hey! My niece and sister are my scream team for the half. We're staying at the All Star Music resort. My niece will have her two small (3yo and 4yo) children with her. They would like to get to the finish line somewhere around 8:30-8:45. The reason for the later arrival is there will be less time for my niece to have to chase her kids around. They will be driving my car (due to the car seats) over from the resort. What time do you think they would need to leave to make it to the finish line during that time frame? I'm thinking traffic, parking, and then the walk over...
