Souvenir luggage tags???

Somewhere I saw posted a mention of souvenir luggage tags. Are they sent to everyone? Or only part of a package deal? Received ME tags and was just wondering about others.

The souvenir luggage tags come ONLY with packages. Room-only reservations don't get the luggage tags.

We got them in the past, but not this year (we have a package).

I had a package for September and we received one tag for each person. They didn't come with the DME, they came with the final papers from Disney.
