I found this blurg from another site...

"...Osborne Family Spectacle of Lights (Nov. 24-Jan. 2) returns to Disney-MGM Studios -- lighting a whole new area of the park -- the backlot cityscape -- with millions of sparkling lights. With Jennings Osborne's lights and a little Disney magic, the big city will come alive in glowing color as snow falls overhead. The dazzling spectacle is included with Disney-MGM Studios admission..."

One of the special things about the previous Osborne Lights was that it grew every year. Each year, Disney would advertise it as being "the most lights ever". Two years ago it was around 5 million. From the sound of the above quotation, it sure seems like it will be smaller. Otherwise they would have said "biggest ever" or something to that effect.

Still, I am glad to have it back after the one year hiatus.

You're right, it is supposed to be much smaller. And because the lights will wrap buildings and not the houses it will be less homey. It will never be what it was. But it will interesting to see what it becomes.

I'm pretty sure I read info from Disney a month or so ago that there would actually be more lites then in the past......... I'll try and find the article.

What in that quote makes it sound to you like it will be smaller?

Because usually Disney says "Bigger and better than ever" or something to that effect. If it was more lights than ever, don't you think they would want to hype it that way?
