Ok, so my question is:

Can you book a room at a Disney resort, then modify/cancel and re-book later on if there's a better deal? I feel as though I've seen this mentioned in passing, but I can't find anything concrete.

Yes, you can book, cancel and rebook later. With that said, you can always book and apply any discounts later to your existing reservation as long as the resort/room type you have booked is available under the discount. There is no need to cancel and rebook unless you go from one reservation type to the other (room only to package or package to room only). Since room only and packages are different reservation systems, money paid toward one cannot be applied to the other. Keep in mind that you may have to be flexible with your resort/room type in order to take advantage of a discount as having a reservation in place does not guarantee a discount can be applied.

If you do need to cancel, there are different penalties for each type of reservation. A package needs to be cancelled at least 45 days prior to arrival to avoid a $200 cancellation fee; a room only needs to be cancelled at least 5 days prior to arrival to avoid the deposit of 1 night's room rate + tax being forfeited.
