Is this sold only with the Blue Bayou Fantasmic! package or can I buy it at other places in the park?

As far as I know, it is only offered as part of the F! dining package. So even if you eat at BB, you cannot get the Sorcerer's Dessert unless you have the package.

I thought the RBT had the Maleficent Dragon dessert for their package. Did they do away with the dragon dessert?

I didn't realize they were different! So you're likely right.

I do not think you can get this anywhere else.
