Solid Lipstick and Chap Stick Yes or No?

Lots of people CAN'T go 4 or 5 hours, or even 1 hour without lipbalm of some sort.

If that is the case, it seems to me it would be a medical necessity, then they can certainly get a prescription for it.

It really is confusing, but I agree that it depends on which agent is checking you through- though it doesn't sound too promising for Chapstick and the TSA when you google that on the 'net - I'm including these partial excerpts I found from articles re different air flight cities/TSA/Chapstick:

Chicago:

Vance Vanoosten from Chicago says he got a surprised when he left O'Hare this morning. "Toothpaste, had to throw out little bottles of shampoo, uh deoderant, chapsitck out of my pocket. Chapstick? Chapstick."

Fairbanks AK:

Harwood made sure all her toiletries, including shampoo, lotions and toothpaste were packed in her checked baggage. She even made sure she had a copy of the prescription for her epinephrine injection. But she missed her lip balm in her purse and was given an opportunity to shove it into her luggage before check-in.

“I didn’t think they’d take the ChapStick,” she said.

Re BWI flights:
Flight attendants did their best to make passengers feel as comfortable as possible, offering wine to those who needed to take the edge off and tweaking seating arrangements so those separated could sit together, Ms. Bennet said.

Others understood the need for the extra security, but said the inconveniences made it difficult to fly. Jane Ferguson and Kate Lawless, both of Detroit, wandered around the terminal waiting for their bags to arrive after delays Thursday turned what was supposed to be a four hour flight into a 12-hour, overnight journey.

"I think it is a little excessive," said a slightly dazed Ferguson. "It's nice to know they are taking precautions. But where do you draw the line? No deodorant? We had to give up our chapstick."

Milwaukee,WI:

Elizabeth Hoffert learned that the hard way. We found her shopping to replace the lipstick and mascara seized when she flew from Phoenix to Milwaukee. "I lost about $30 worth of products this morning," she said.

TSA agents also take chap-stick, deodorant, and nail polish.

Tampa:

Chapstick, sunscreen, lotions and other banned substances were pulled from the shelves of stores in secure areas of airport terminals, said Tim Juul of HMS Host, which manages airport vendors.

Reno:

I noticed they were checking water bottles and Chapstick and lipstick and you weren't able to check those on," Loyola said. "It seemed as though they were checking for liquids."

Kile Hanold, 30, came from Albuquerque, N.M., for a wedding.
"It was more secure," Hanold said. "I just didn't have my Chapstick, so my lips were a little chapped on the ride over. I think it's more of a hassle than making me feel more secure to be honest."

Green Bay:

Creams, drinks, shampoo, Chapstick, lotion, deodorants, and makeup did not get post the checkpoints.

Albuquerque:

Those who ignored the advice were checked at the security lanes, and those who had liquids were turned back.

Jose Barajas, of Liberal, Kan., had flown to Albuquerque from Amarillo earlier today, he said. Security officials there made him surrender his toothpaste and ChapStick, he said, along with "stuff that would swish."

Richland WA:

The Tri-Cities Airport got the instructions at 1 a.m. Thursday -- no liquids or gels of any kind could come aboard in carry-on luggage.

Nail polish? ChapStick? Diet Coke? No, no and no. No bottled water, cologne or shampoo, either.
