SOG annual pass only available in FL?

My brother is in the military and can buy passes through his base. Can he buy an annual pass there too? Or is it only available in FL?

I have checked the naval base in Norfolk, Va and they do NOT sell annual passes there. We will have to buy ours when we arrive at SOG. Not sure about other bases though. Wish they did. Would help us save money by purchasing tickets as we go along before the trip. Good luck
