Because many (if not most) other countries consider the U.S. an open pocketbook, and use us as a relief system for their own social/economic problems.

It doesn't cost them anything to encourage illegal immigration into the U.S., along the border in Mexico you can pick up maps, pamphlets on what to do when you get across.

If they can't get enough money in foreign aid, they'll allow their citizens to get the money another way, either by working (legally or illegally) and encouraging them to send money back to family, or just by leaving their country to become a burden to ours.
