Jump start has a lot of good ones that my kids all love. All levels/ages too.

My kids love the Jump Start games. They have both grade level ones and then things like phonics, math, etc. with suggested age groups listed. My DD7 also has Barbie Pet Rescue and Barbie Horseback Adventure. In both you have to solve clues to try to find the pets or the horse that is missing, plus some other little activities (decorating the horse show ring, playing with the pets you find).
She also loves the "tycoon" games. She has Zoo Tycoon and Rollercoaster Tycoon. These are a little tougher when they can't read, because messages pop up to tell you about problems with the park or what to do to make it better, etc. But, she really just likes to build the rides and stuff, she doesn't really care if the people like the park or not.
Carmen Sandiego games are also good, they teach geography while following clues to catch the bad guy. And both my kids love the art workshop games where they can color and draw their own pictures.
