So. Cal AP question

My high school friend is at UCSD right now and is going to join me on a trip to DLR in 2 weeks. He wants to buy a So. Cal AP because now he lives in San Diego, but pretty much all of his "official' IDs (Drivers License, etc.) are from Nor Cal. Will showing a student ID at a So. Cal college count as proof of residency? Can college students not from So. Cal get those APs??? Just wondering if anyone had any clue about this even though it's pretty specific.

I called to ask this when I first moved here. He will have to have some type of utility bill with a SoCal address.

Unless he has a bill proving residency then no, he won't be able to get one.

I would think a student ID would suffice. I'd call and talk to a CM to confirm.
