Smoking in Non-Designated Areas

I must say we hardly saw any people smoking this trip. The ones we did see however, were smoking in places I'm pretty sure it's not allowed. For example, one of the bus queues leaving AK. I'm pretty sure that wasn't one of the DSA's. The person was not standing in line but off to the side a little. A second person came along and decided to light up, maybe thinking it was okay to smoke there. Am I missing something? No one said anything, including us, nor was there a CM around. Correct me if I'm wrong about the bus queue area. Has anyone noticed other odd places where folks were having their
