Smallest waist size in men's jeans?

My son just turned 14 and just went through a growth spurt putting him at 6'1, he's also thin as a rail. Up until now we've done well buying his jeans in JC Penny's boy's section. We have gotten to size 20 regular, which is their largest size, since this latest growth spurt tho I'm at a loss, they don't make adjustable waist for men's jeans but in order to get a pair long enough for him I have to get the bigger waist size. I do have a sewing machine but am not quite that skilled with it yet. Any ideas or suggestions would be greatly appreciated

I know. I, also, have a "skinny as a rail" adult son. We were able to squeak by with the largest boy sizes until his legs just got too long for me to let the hem down in the pants.

Even 28s he has to really cinch in with his belt.

I wish there was a tall & skinny store (like big & tall)
 
My teenaged son is tall and skinny too, and 27 waist was the smallest I ever found with a 32" inseam, but even those were too big at one point. He just had to get used to wearing a belt until he filled out some.
 

This thread is 5 years old so I would take the advice with a grain of salt. Styles and quality change over the years.

The nice thing about JCPenny is that if they carry it, they can usually order in multiples from their catalog department. Both of our sons went through that period where it was very hard to find anything. When I found it, I stocked up. Our 23 year old is still in about a 28 waist.

We shopped for a suit for the 21 year old this spring. Once again, back to JCPenny. Their J Ferrar line is nice for those with a slim build.
