Do you think they will start running the skyliner earlier for people wanting to rope drop?

Technically, they do. It opens at 7:30-8:30 (depending on park hours that day)
it's just not early enough for Rise of the Resistance Boarding Groups. But 30 mins prior is plenty of time to get yourself to Epcot for Rope Drop through IG.

It’s the same with the boats at the MK & EPcot resorts. So I don’t see them running the Skyliner earlier. There are park busses if you want to get there earlier.

trying to search is difficult with the keywords but it will be my first time with skyliner and Rise. My family is huge Star Wars fans so trying to do it is a must

There's a link above my comment but let me give you a TLDR.

1. get to park at approx 7-7:30. YOU NEED TO BE INSIDE THE GATES OF HOLLYWOOD STUDIOS BEFORE 7:55.
2. Get out cellphone. Make sure you have the MDE app on phone.
3. check that cellphone wifi and bluetooth have been turned off.
4. close MDE APP and ALL OTHER APPS ON PHONE at 7:55.
5. Stare at phone until phone clock says 8 AM
6. At 8 am. Open app. NOT BEFORE. Scroll down. Press button that says "Join Boarding Group"
7. Follow prompts, including selecting those in your party.
8. Receive (or not) boarding group.
9. Wait until you get a notification several hours later that it is time to ride
10. Go to ride. Wait in line. Ride. The end.
