We are staying at WBC next month and my kids (age 17 & 23) will be doing parks on their own. Could we drop them off/pick them up at CBR to ride the Skyliner? or is that frowned upon? Trying to minimize driving time during the busy week.

Disney would prefer that guests use DHS as the Skyliner hub, but as long as Security let's you through the resort gate, you're good.

You just need to convince security that you are not parking at CB for the day, not sure how you would do that. They were asking people to do any drop-offs or visits to try out the Skyliner at Studios when we were there.

I can tell security we are there to just visit the resort? We wouldn't be parking the entire day, just dropping off/picking up.

The guard was going to send me away from AoA, until I showed him my DVC card. This was during the first week or so of operation, so they might be more lenient now

You don’t have to pay parking at DHS if you’re just dropping off or picking up. Just tell the CM at the booth what you’re doing and they’ll direct you to the right place. The Skyliner station is very close to that area, plus it avoids concern re whether CBR guard will let you in or not.
