Few things to note. Disney has confirmed this restaurant will operate as a full table-service restaurant for lunch and dinner. That and opening "in late 2015" as far as they'd go. I've heard, unofficially of course, that we can expect an opening in late November/early December (they're shooting to be open by Thanksgiving but still not guaranteed). No word yet on when ADRs will open.

Yes, it should show up on the dining site before it's bookable. Sometimes an announcement will be made prior, but usually not.

Interested to see how this goes. I'll be in the World the week after Thanksgiving. I already have all my ADR's booked, but I'll figure out which one to drop if I can get this one!

As for the official confirmation from Disney, in the panel they announced it at (the 60th anniversary of JC panel at D23), they described it as "a new full-service restaurant."

I had heard the same as you, but if you look at the building and construction, it's hard to see how'd they pull off a BOG-like experience given the constraints of the building.

Feeling positive any kinks will be worked out for our February visit, as I think our Halloween trip will be too soon. Will be very happy to see a restaurant back in this space...reminds me of the happy ol' days of the Adventureland Veranda when I was a kid and my knees still worked.
