It was a protective measure. No backpack is entirely waterproof, especially against the 6 inches of snow that I've had land on my backpack while waiting an hour for a late bus. The book covers absorb the moisture, so you just have to replace the cover instead of damaging the book. We always used brown paper bags from the grocery store. We always get the paper bags anyway, so it wasn't a hassle to get them. They work better than the rolls of paper that they sell for books. And those sticky covers have been outlawed in the schools, because they dont come off completely.
