That's right, you can't enter a park without a pass, and you can't go to two parks in one day without a park hopper pass. So, if you wanted to spend the morning in MK and have dinner in an Epcot restaurant, you would need a park hopper.
Actually, you *can* get reservations at another park, and you *can* go to the second park to eat your meal without a hopper.
The only thing you *can't* do is use the same park ticket that you used to enter the MK. If you have your heart set on eating dinner in another park, you could use a second ticket - as economically inefficient as that is.
