We had the exact same question the other day. 
When we called they told us over the phone to:
1) go to www.alamo.com
2) click on Programs
3) click on Corporate
4) click on Quick Silver
5) click on Enroll now and fill everything out.
We received our number 3 days after we enrolled. There is a 3 day wait time to get a number.

We used Costco.com and got a great rate with free additional driver and additional $$ off.
