Is that a toilet? If it is I want one! Is it in Disneyland?

I don't - It concerns me with the design that someone may assume there is no need to lift the lid

Its a potty strainer!

Yes that was a toilet! And YES! you are supposed to lift the lid It was in Club 33 in Disneyland (CA) The only place in Disneyland Park where you can get alcohol and two ply toilet paper! Here is some more from the restroom:
