Very true. Owning property or even maintaining a residence in Florida doesn't necessarily make you a LEGAL resident of Florida.
Fortunately, for some of us, maintaining a residence in Florida even if it's not our primary or legal residence, satisfies the Disney proof of Florida residency requirements.
We own property and own and maintain a residence in Florida and we use the address there. Our family does live there and maintains all the utilities. We get lots of mail there including our Disney stuff. A neighbor forwards the mail to us. We all have either Florida DL or ID cards.
We have a residence in Florida and proof of it. So, technically, we are part-time, temporary, psuedo, whatever residents but not legal residents.
Disney couldn't care less if it was a legal residency or not if we have met their proof requirements.
I can see a problem if we rented out our residence though. We'd be landlords and wouldn't be any kind of residents, temporary or otherwise. And it would be hard to provide the proof of Florida residency that Disney deems acceptable.
