Any fabric item you purchase is likely going to have sizing (starch) on it, to make it look all pretty in the store. It will interfere with transfers and dye.
It doesn't really take a lot-- I usually just throw them in a quick wash with (literally) a drop or two of detergent. When I remember, I also pour a little white vinegar in the rinse water to help cut any remaining suds. (No, you can't smell the vinegar when it is finished. )
I washed our shirts before, but not the tote. I was afraid I wouldn't be able to get the crisp look back. Transfer adhered fine and is still stuck on it after MNSSHP and home trick or treating. I haven't washed it because of the feathery trim I attached, so I'm not sure how well it would hold up if you wanted to wash it at a later date.
