I think everyone should have an equal chance but its a reservation system for everyone
Say if the limit for the day is 999 people.
- 333 reservations are for resort guests, regardless of resort type
- 333 reservations are for AP who do not have a resort reservation
- 333 reservations for offsite , non AP guests
The reservation gives you access to a specified park on a specified day, no park hopping. You would be allowed enter and leave your specified park multiple times during that day.
Each Disney account would only be allowed to hold one park reservation for a specific day.
There would be a limit on the party size for each reservation.
My theory is loosely based on the reservation system that
Disneyland California had back in May 2019 when Galaxys Edge opened.
