It doesn't matter if it was Phillips' brand or not, most of the larger companies that sell frozen crab cakes do the same exact thing. If you want to mention the name of this reputable company, I will probably be able to give you a little bit of info on them. If you don't want to name them, that's fine too.
There are a lot of companies that do other things to trick their customers. For example, there is a company (who I won't name) in Crisfield, MD. Their picking plant is in North Carolina, but the container the crab meat comes in says "Crisfield, MD" even though the licensing number listed on the container is a North Carolina license number. People assume it's Maryland crabs, picked and packed in Maryland. They'd be wrong. They do this because Carolina crabs are cheaper, but they can sell the meat at a Maryland price.
You must be very careful about your seafood. My reccommendation is to find an honest store/restaurant that you can trust, and stick with them.

Shells are not uncommon. If you have ever picked a crab, you'll soon figure out how difficult that process can be. Even experienced workers that can pick 40 pounds a day can get shell in their meat. Also, the employers are constantly and endlessly training new workers, because picking crabs is a very dirty job that most people aren't cut out for. Because of this, that means that there are always new, unexperienced workers, who are more likely to get shell in their meat.
Which is why, at my factory, I give each worker an individual number and put it on the bottom of all the containers they are using that day. If there is a complaint on number "12" I know exactly who it is, and I can do additional work with them to make sure they are giving my customers the best possible product.
