From my 1991 guide:

Disney Inn (formerly the Golf Resort Hotel), which, in addition to being near the theme parks, offers 72 holes of golf. Walt Disney World transportation is by private car and shuttle bus.

Those Rack rates from 12 years ago are about the discount rates we pay now! I wonder why PO and CBR are different rates?

Just a guess, based on having stayed at both CBR and PO the years they opened.
CBR was the first WDW resort that wasn't a deluxe when it opened in 1988. It was a new class of hotel (and I think you are right, Jodi, that it was a "Value Resort"). Since it was a new thing for Disney, they didn't really know what price to use and I don't know if they were even sure it would be successful. I think the prices the year they opened were $69, $79 and $89. The price and the hotel were advertised a lot, so when they found out it would still fill up if they increased the price, it was not easy to raise it and they kind of edged it up a little each year.
PO opened in 1991 as a Value Resort. Since it was new, they could start out with a higher price point. I know the first year we stayed there, it was because CBR was full. After staying at CBR for a few years, we didn't want to go back to staying off-site, but the deluxes were too much money for us. So we were really happy to pay the little extra to stay at PO.
