It must be for international calling. Otherwise it won't do much of the crew very good.
Also the minutes listed on the front are for US minutes. The number for international is much lower than that.
I dug this up because it's been on my mind too. Just another one of those things I have to take care of before the cruise (3 weeks from today about this time we'll be boarding our plane
