selling on ebay

I sell alittle on ebay--Ive listed a jacket on 3 different occasions each time Ive gotten a bid
but never got paid I sent messages to all of them and only one responded with a real strange message--I got the feeling he was in jail he made the comment that he was locked up and something about bail

each time I would go through ebay and have them contact the people but ended up getting the credit and relisted (although I had to pay the relisting fee)

all 3 of them had very low feedback--one only had 1 the highest was 9 but all the feedback was positive --fast payer--

is there anything I can do--I hate to not sell something when the person might be good yet with low feedback---I mean we all started out with 1
but yet Im tired of getting a bid and then nothing--
any suggestions

Best thing to do to avoid that is to list it as a Buy It Now with immediate payment required. At regular auction though you'll always run the risk of having a buyer who doesn't pay since eBay doesn't punish buyers and they let them get away with anything basically.
 
When listing, there should be a place to list bidder restrictions. I know you can block individual bidders, and I think you can block based in rating.
