It's definately 250 pounds and you have to sign a waiver. I'm not sure how much they enforce it what they do if they think your close. That may be something you might ask a CM if you call the Tour desk.
If you buy your own Segway scooter, it, too will have the 250 pound limit and will be unsafe to use if overloaded. (Or do they sell heavier duty models?) Especially if you want to be discreet, you should know your own weight and not book the tour accordingly.

I just have to chime in here but with the disclaimer that I'm not normally a "rule breaker" but......
I'm sure someone will correct me if I'm wrong but the 250 pound limit has nothing to do with safety and everything to do with the battery life on the machine. The more weight, the quicker the battery dies.
The OP said he's a "bit over".......depending on what he considers "a bit" there might not be any problem. Again, depends on what your definition of "a bit" is. IMHO 5 - 10 pounds over probably won't be questioned but more than that and it becomes a concern that the battery won't last long enough to make it around the World Showcase. Unless you carry your weight in ways that make you LOOK much heavier, I would say normally that being 5 pounds over the 250 isn't likely to earn you a trip to the scale to be weighed before you ride.
As I said though, I could be wrong on the safety issue.......anyone else know more accurate info on this part?
there are 2 issues with the weight limit. The first as posted in the previous post is the battery life. The second is if you are more than about 275 it can alter the center of gravity on the segways making turns very unstable. I would say if you are under 275 you should have no worries
