Seasonal AP - Concert black outs

The blackout dates for Seasonal APs mention concert dates, but I don't see a list of when those are. Do they ever have concerts in June or are they just referring to the Mardi Gras ones?
Related - can I book the hotel AP rate and wait to upgrade my ticket to an AP while there? I know in the past that was allowed, I am just checking if that is still the case? Upgrade at Universal kiosk in hotel or at ticket office - not at hotel front desk?

Mardi Gras concerts and the holiday concerts in late Nov-Dec.

Yes, anyone can book the AP rate then just get the AP later. And yes, it'd be at the hotel's ticket kiosk & not the front checkin desk.
