Seasonal AP Blockout Dates Conflicting and Upgrade Question

The website says that Seasonal APs are blocked out Nov 20-25 for both parks. The app shows those dates are green. Any idea which is correct?

If they are blocked out, I need to upgrade 4 passes for our trip. Is it still the case that you pay the current difference in price between the two levels or do you pay the difference between what you bought it for and the current new level?

I'm not sure which set of blackout dates is correct, but you can upgrade your tickets at any guest services or at the hotel ticket booth as long as you are paying in full

Looking at the website, I don't see Nov blockout for 2022, only in 2023.
