I personally would not recommend scooter rentals for anyone who isn't experienced with driving a motorized two-wheeled vehicle, much less for anyone who has limited driving experience period. I had been driving for 15 years when we rented scooters in Bermuda, and wound up putting the thing on its side twice in one day. Not a pleasant experience.
I know that many people will report having just fine an experience with the scooters, but there are plenty of people injured or killed on them every year. You're driving in an unfamiliar location (narrow roads, confusing street signs, roundabouts, etc.), with different driving rules (I can't remember if you drive on the left in Nassau, but if you do that's a HUGE difference) on a vehicle that operates in a dramatically different fashion than a four-wheeled, enclosed automobile. To me, that's NOT a good combination. Add to that a teenager with a year or less of driving experience and you've got the potential for a dangerous situation, IMHO.
Riding two to a scooter isn't a much better idea either. That introduces potential balance problems that also can be dangerous. In fact, that was one of the problems I had with the darn things.
