Can someone explain how cal adventure is listed as closing at 8p and world of color is listed as starting at 8:15p?

Also we are also planning on being there 2/20-22. Obviously 2/20 will be crowded. So what is the best way to see both parks these days?

Sometimmes on the disney's site extra morning hrs are listed for 2/21 and others it's not. Strange.

WoC does in fact show after park closing. Since you will be queued up and waiting for the show long before the park closes, it won't be a problem.

Tuesday 2/21 should be a magic morning day since those are usually Sat, Sun, Tues, and Thurs. Disney does make schedule changes sometimes to accommodate special events, so it is possible that it could change but I'm thinking unlikely for that date.
 
To add what LongTime said, when a park has a closing time it does mean that everything closes. The rides stop taking new people into the lines but anyone in line gets to go on the ride even if it is after closing time and even if it is another hour after closing time. Many shops stay open as well - some for up to an hour.
