Honestly, you cannot ask this question without hearing both answers. You will just need to try both and learn a lesson.
But you asked. So here is my answer. San Angel is better at this point in history. La Hacienda's food is wildly inconsistant and you are not likely to get a better meal than SAI. Over time it should improve (hopefully). But I ate there in mid-December and I will not be back. The food was bland and the atmosphere was cramped/crowded.
Say what you want about SAI, but that volcano, and the overall ambience is great. The food is pretty good (not great). But as a dining package I am way more likely to eat at SAI than La Hacienda.
