They weren't made wards of the court because they were 18 in April of their junior year. The parents moved right after they turned 18.
Oh, wow. That makes it a little harder. I feel for you and for them. Every time a kid in their situation comes in and really, really wants an education but can't get help; it makes me want to cry. Sometimes we can find ways to help them but sometimes we can't. (and of course, we have no way of knowing the true circumstance in each instance either) But, don't give up. Maybe there are other organizations out there--like maybe the Dept. of Human Services that could help determine that they are homeless and were abandoned by their parents. And, again, try to talk to the Director of FA and see if that gets you better results. The Director may be the only one that really has the power to make a change in their status and other people you are talking to may just be reciting "the rules" to you without actually realizing that there is a way around it.
