Saddam bans WOMD

Just reported on www.wgnradio.com that Saddam has just issued a 'presidential degree', banning further construction, testing, importation and other related activities to chemical, biological and nuclear warfare and weapons of mass destruction. What's up with that??

I thought he has been saying they have not been doing any of that, all along.
