RSR Fast Pass Line for Onsite Guests?

No. If you're in the park for EMH the fast passes aren't available yet either, they open along with the regular park opening.
 
The on-site guest perk is early entry on Sun, Mon, Wed and Fri to DCA.
This will give you an advantage for riding RSR during that time.
Once the park opens for regular hours, the volume of people can grow rapidly.

FP machines are generally open during the regular hours only.

When we are in DCA for EMH, we get in the fast pass line about 5-10 mins before the park officially opens. The kids and I seat on a bench and watch rope drop while DH gets the FP. It works great.

Yes, that's what we're doing, too (one of us at least--I'm usually the FP runner, while the husband and kids continue to do rides.

When we were there in August, the FP machines were actually open one morning during EMH, but that was an exception due to RSR being down throughout the entire EMH (and several hours after that). Usually they don't open until the entire park opens.
 
You cannot get fastpasses for rides, shows, or meet and greets during EMH.
True, but last time we were there they did let us line up for RSR about 5 minutes before they opened to all. So if you plan it right, you can get some rides in and then still be at the front of the line when fast passes open. Good Luck!
