First question: NONE of the offsite options allow for booking iLL$ at 7am, correct?

Two, assuming the answer to the first question is NO, are there any iLL$ left at 9am at park opening? Trip isn't May, so sure things can change, but trying to help my family navigate their trip.
 
The answer unfortunately is no to both.
You have to stay at a Disney owned hotel or Swan/Dolphin to be able to book ILL$ at 7am. Unfortunately, RotR is just too popular that they are typically gone within minutes. ILL$ are also uncancelable, so not even a shot later in the day to get lucky.

ETA: the week of Feb 6-13 had some availability for RotR at 9am. Either more slots are becoming available or fewer onsite guests are paying to ride and trying to rope drop instead.

That's what we thought. Will have to just hit it at rope drop again. My family is staying offsite and we are on-site. We had good luck getting on with a small 20 min wait in early December at rope drop.
 
We were able to ride at the end of the day in December with a reasonable wait. The posted times were scary like 180 or 120 minutes but we waited less than an hour. Hopping in line right before official park close has worked well for us at HS. (We usually end the day there.)

If you are on-site and the other family members are in your MDE group, can't you buy them ILL when you buy yours? As long as someone is on-site, can't you book all the members listed in your MDE party with linked tickets?

The answer is no. I've seen others in similar situations that tried and were unable. The system really does look at each individual and checks reservation status.

Around what time did you line up, 8 pm? We have a reservation at Oga's at 9:30 and I want to make sure I can line up, wait for the ride and still make the reservation.

We line up about 5 mins before official park closing time. I can’t remember exactly when the park closed in December - probably 7:55 if it was 8pm close.
We didn’t have any plans afterwards though.

Thanks! Looks like HS closes at 9. I'm going to look for an earlier Oga's timeslot just in case.
 
Has anyone gotten in the line at closing and had the ride break down and the queue emptied? If so did you receive a recovery pass?

There weren't any ILL available at 9am when my wife and I stayed offsite this past November (week after Thanksgiving), BUT I did keep refreshing the Genie Tip Board constantly throughout the morning and an available ILL booking did eventually show up around noon (for a ~5pm return time) so we purchased that right away. We were thrilled since this was our only day at HS!

The icing on the cake was that we were able to ride it again at night. Got in line about 30 minutes before closing and waited just over an hour, most of which was due to the ride being down.

In the end we got lucky with the ILL showing up but it seems like riding it closer to park close is a good strategy when staying offsite.
 
@marmentrout85 Oh! I hadn't thought of ILL somehow being cancelled or otherwise opening up later in the day. That's awesome! Although it does mean even more time on my phone if I can't lock down what I want at 7am.

ILL$ cannot be cancelled once purchased. Can't even adjust the time. (I tried with FoP because immediately after I bought it, I knew I selected too early of a time)

There are occasionally additional drops, maybe if the ride is performing really well that day? Not sure. I don't know how you'd know other than either constantly refreshing or getting lucky it happened when you were going to select another Genie+ pass.
 
It looks to me like at least a couple of days a week there's at least something available at 9am for offsite. If I have a reservation for MK say, can I still try to buy Rise (on the assumption I would park hop to HS) or is it locked to people who have a park reservation for that day for offsite guests?

If you have a park hopping ticket, you can buy the ILL$ to any parks. If you select a park that is not your reserved park, you'll just see times for after 2pm.

I checked the Genie Tip Board at around 9:30 am and saw there were multiple time slots available to buy ILLs, several starting from 11:30 through the afternoon. I selected 6:10 pm-7:10 pm for me and my husband with absolutely no problems. I've never read of this happening, has anyone else experienced this?

Normal service seems to have been resumed today unfortunately.

Looks like last week was either an outlier or a new normal. Would be nice to see times available longer throughout the day.
