The outdoor patios (upper and lower) are reserved for the guests who paid for the Rose & Crown Fireworks Dining Package. NOTE: We have done the Fireworks package 3 times post COVID and the area was reserved. And honestly, if people paid extra for that space, regular dining room guests should not be allowed out there.

You would have to leave the restaurant and go to a small area reserved for dinner guests in garden next door ... but I don't know that they would hold your dinner. AND since you are technically leaving the restaurant you would probably have to pay first. I think usually folks just try to time it to go out there after they are done eating. I would time my dinner to be done well before the show so I can find a spot outside.

This is the reserved area ... behind the rope until the fence.

When my DH proposed to me at WDW, we were pixie dusted the guest reserve area to view the fireworks (along with a bottle of champagne and chocolate covered strawberries) and we were the only people there. They had a CM turning people away. So it’s possible this spot is not always available.
 
Years ago when we dined indoors, they were more than happy to let you do that. In fact, they would encourage us and would ask us if we wanted to. Now with people paying extra for the dining package, it's anyone's guess. We used to be able to view from the back patio near the door on the top tier but there may have not been tables there at the time. This was quite a while ago.

True. And on any given night if you aren't one of the first 6-8 people in there you'll be second row anyway. It is why we don't try to depend on that, get out with time to get to a spot in Canada.
 
We did this last summer and they not only held our dinner but encourage us to go to the small viewing area. It was a really nice view from there
