Seems fair to me! I wonder if they made people show their receipt for their PPO breakfast before lining up for the ride if it would eliminate the no shows?

All true so it is highly unlikely that Disney will move to making PPO ADRs pre paid in an attempt to curb no shows. If no shows for breakfast are truly an issue for Disney they will come up with a different solution.1) I am not sure anything *should* change.
2) The ADR is for a meal, not a PPO.
3) With any ADR that one wants to use as a PPO, one risks park hour changes.
4) And, sometimes park hour changes are made only 1-2 days ahead of time.
. . . actually, hour changes are very frequent
. . . CM's get "Advisories" on their computer screens all the time regarding park hour changes
5) Disney should not be responsible, as they are still providing the promised meal at the promised time.
6) Plus, there is no way of Disney to know why you scheduled such an early park ADR.
. . . it could be because you wanted to get in line somewhere
. . . it could be because you wanted a LONG and LIESURELY breakfast before touring
. . . it could be because you are slow eaters and want to take time to plan your day
NOTE: If Disney charged more for a meal that fell within a PPO time, then reverted to normal pricing after Rope Drop, I could see some kind of adjustment, but the prices are the same before and after Rope Drop, so the question is moot.
We have a PPO 8:05 breakfast at Akershus in November.
I am hoping to get a FP for FEA and not worry about rushing through breakfast to get on the ride.I'm going in Nov too yay, and as the FP+ window is not open yet I'm going to pin my hopes on getting one. Not sure of your plans and if you're doing the early ADR so you can get a Sorin' FP+, but if not I would try to get a FP+ if you can.
Also as currently it's summertime and both FEA and Sorin' have just opened this is the main reason for the really long wait times.
I think it will have calmed down a bit by the time we go, I'm sure there will still be wait times but I will be really shocked if they are still up at the 5 hour mark.

1) The rumor is an increased No-Show-Penalty for Epcot breakfast.
2) Too many people are booking the breakfast just to get to new rides earlier.
3) Sure, they make the $10/person, but they lose the full revenue and the SERVERS don't get tips.
. . . we have heard PPO breakfasts will be a full pre-pay, much like reserving CRT.
. . . in this way, the eatery makes the revenue and the SERVERS get their union-contract 18% tip.
. . . if it works at Epcot, they would probably do the same for MK (and maybe AK and DHS, once Avitarland and StarWarsLand come in)

Pre paid would be the best solution. The only thing that may complicate this is Disney's habit of changing park hours. What do you do when you have a pre park ADR for 5 1/2 months that becomes an ADR 20 minutes AFTER open.
We have a PPO for Norway breakfast and I have a FP for FEA at 11am. We were planning to have a nice breakfast before the park opens simply to get a good meal in and fill them kids' tummies while the park is technically still closed. This way we can tour for a good while before having to stop for lunch and enjoy the hours the park is open without stopping to eat right away. My plan was to do breakfast and then the A&E meet after. Figured by then it would be about 11 am for our FP. Now it seems everyone will be rushing through breakfast and I don't want to get in trouble for my kids taking too long if the next table wants to see the princesses so they can hurry up and get in line.
We will already have been to EP two other days in our trip with a FP each for TT and Soarin earlier in the week.
