Romantic Epcot restaurant for my parents' 50th anniversary?

They are celebrating it in October this year, and we will be at WDW later the same month. I'd love to organize a surprise romantic dinner for just the 2 of them at Epcot, as that's their favourite park, and the one place they are likely to dine without the rest of us, because we will be doing the Food & Wine booths (they can't, because of food allergies - they need to have meals specially made).

I was thinking of Bistro de Paris or Tutto Italia. Which of these would be more special, quiet, celebratory? I just read a review by someone who was beautifully serenaded on his birthday at Tutto, with instruments and everything - that would be nice. I'm not worried about the cuisine - they are going to ask for something cooked plain anyway. ;) I'm all about atmosphere. Thoughts?
 
I would absolutely say Bistro! When we dined at Tutto, it was soooo loud! Plus, the service we had was so rushed. I actually felt bad for the servers because they were being rushed around so much...and by the management! It definitely was not a relaxing atmosphere for us!
 
We haven't eaten in Bistro de Paris, but it does look like it would be more quiet and intimate than Tutto Italia.
We enjoyed our meal at Tutto, but it was rather loud.

Bistro de Paris is gonna be your best bet for atmosphere and food.
 

If you want to eat inside the park, the only place that has a chance of being romantic is Bistro. We usually eat here for our last dinner of every vacation and have had pretty good luck with it being a quiet dining experience. The food is always top notch, not as good as V&A, but it's a decent second place dinner.

Has anyone had any experience with noting a special occasion on the ADR for Bistro, and what did the restaurant do to celebrate it?
 
Bistro is as close to fine dining as Disney gets (except V&A) so I don't think they go in much for "atmosphere" there; it's quiet, subdued, excellent food presentation, limited but excellent wine selection, outstanding service.

They may get a window table that would provide a nice view of the people walking at Epcot below but they certainly will not get a serenade here.
 
Without a doubt Bistro de Paris is the nicer of the two places you mentioned. In fact, its the nicest place inside Epcot.
