Will the Riviera Resort be only for those who are a part of the DVC or will it be available for all to stay?

I'm sure you'll be able to pay cash for any villas that might be available like you can now with other DVC resorts.

Will the Riviera Resort be only for those who are a part of the DVC or will it be available for all to stay?

Rivera Resort is a DVC timeshare. As such it is primarily available to DVC Owners and Members. Like all DVC Resorts Disney will retain approximately 2% ownership which will be available to book as cash to all.
As the resort initially comes online Disney usually owns a much greater %age prior to Villas being sold. It will be easier to book as a cash reservation during this period

None of the DVC resorts are exclusive to members.
