Rider Swap

Unless they changed policy along with the new dated cards, yes you can do rider swap with non-riding kid being tall enough to ride but unable/scared. We have done this well over 100x, no joke. DS only started riding Screamin, Big Thunder, and Matterhorn this year, when he turned 9 and was nearly 5ft. DDhas ridden all for several years from the time she was tall enough for each. Not a single issue and CMs saw DS each and every time.
 
Our experience was at Space Mountain where one time we were given the Rider Swap Pass so I could wait with my too scared child. The next day we were refused. I called Guest Services and was told that the policy was to only give out the pass when the child could not ride because they didn't meet the height requirement.
 
Last month, at Disneyland, the person waiting was given the rider swap, at California Adventure the person going through the line first was given it half way through to go give the other person when they got off.
