Rider Swap - does the short kid need a FP?

i thought I was so slick following the advice of various websites and booking FP+ and stuff.

But then I thought, did I misunderstand?

We are DH, DW, DS11, DS8 and DS5.

In AK, I booked DH and DS11 on EE. Then I booked DW, DS8 and DS5 FPs for a show. But will the EE people want to see DS5 FP before giving us the RS passes?
 
No but DS5 will need to be present at the time of getting the rider swap pass to see that he's too short.
 

What about if the rider is tall enough to ride but will not be riding. Can we get a rider swap pass for that? Ex: DS4 is tall enough to ride Dinosaur but will not be riding due to fear, both DH and I have FP to ride will they give us a rider swap pass so that we can each ride will one waits with DS4??

You did great.
Just for a little more info on how it will work, your whole party will approach the FP line of EE and tell the cast member you want to do a baby swap (Try to be considerate and stand off to the side so others can keep walking in) They'll look at the 5 year old and verify that he is, indeed, too short. Then they'll give you the babyswap pass and admit those with the fast pass. (Sometimes they give the baby swap pass to the riding party, sometimes they give it to the waiting party, and some times they give a card to the riding party to exchange for a baby swap pass at the ride load area. It doesn't matter either way. The CM will tell you how that specific ride handles it.)
The first group will ride while you and your littles go watch the show or do whatever else. Then at some point later in the trip any 3 people can use the baby swap to get in the fast pass line.

I am but a total Disney newbie. However, there is a list of rides that allow rider swap.

You've just opened up Pandora's box :-)

On the official Disney website, it says rider swap is available for anyone who can't or just doesn't want to ride. But they also say a rider swap is only good for 2 people, which is wrong. The website is crap.

Anyway, if the person is not too short, it seems to come down to the CM at the moment.
For a 4 year old on Dinosaur, I'd bet they'd give you a rider swap without a problem - it's a scary ride and still a very little kid.
For a 10 year old on Flight of Passage... much less likely.
Also, in some cases, if the person is tall enough, they'll tell you to use the chicken exit for the non-rider. So the whole group will still get in line, even the non-rider, but then let one parent will wait at the chicken exit with the non-rider, and then just swap at that point once the other parent gets back.

All of which is to say... who knows.

Where can I find the list? We are going in Dec with 4 littles (2 toddlers/PreK and 2 infants) and will def. use Rider Swap often. TIA

It’s every ride with a height requirement plus FEA and Na’vi River Journey.

That's where it gets iffy.
Disney does state rider swap is for children that are not tall enough for do not care to ride HOWEVER apparently CM's in the park do not give rider swap to parties in that situation so its pretty contradictory.
I would say just get a FP+ and take turns riding that way.
 
We did get FP+ for all of the rides DH and I will be using for DS4, even the rides he will not be riding. We were nervous that they would not let him into the FP+ queue without a FP even if he is not riding out of fear or not tall enough to ride.

He wouldn't go in the line.
One of you stays outside of the line with him, the other gets in the FP+ line and goes on the ride, once that person comes out you switch and the other person goes in the FP+ line and rides.

When a guest is eligible to ride but choses not to they will offer a swap but it may or may not include the paper "rider swap pass". In many cases when the child is tall enough then everyone waits the line together and then the CM can direct you as to how to swap as it can vary from ride to ride. Alternately you can just use your FP one after the other to ride while the other stays with the non rider.

if he is not tall enough to ride he will not be allowed in the line with you even if he has a FP+
