Most people think (and I do too) that it's a staffing issue. That resort complex, both RS and FQ, requires a lot of staff. Although they've pretty much called everyone back, there's a huge labor shortage right now. It's everything from bus drivers, to kitchen staff, to housekeeping.

Yep. And it requires fewer additional staff to open the non-DVC side of a resort that was already open for DVC than it does to reopen a resort that has been completely closed. Unfortunately that means that they're reopening deluxes and nothing else at the moment...which I'm sure Disney doesn't mind, but is annoying for the rest of us.
By opening only the Deluxe resorts, we only stay at Port Orleans, we are staying off site, which makes them lose money. We have Never stayed off site in 30 years. My kids are also staying off site. My oldest and his girlfriend are staying for three weeks, all off site. They soooo wanted to stay onsite, but the prices were ridiculous.
