Thinking about this logically, Disney wants to get more people to Disney and more people spending money. If they put changes in place, I doubt they would be this extreme. People would be so upset, Disney could never make money on the deal. Maybe not every family spends 20,000 at Disney, but my guess is there are 20 families that spend 4000 or so for every big spending concierge family. I doubt Disney would risk losing them.
That said, I don't think there's anything wrong with offering concierge guests some extra in park perks, god, they're paying a lot of money for their vacation, and really, how many of them can there be?
I am sure they will research and experiment before they change policy.
