Using the dates you provided (7/18 - 7/25), 3 nights available at a BWV Standard View room, no nights available at JH Value, 2 nights available at VGF Standard or Lake View. Many other room categories have full availability, while some have limited availability.
Now compare this to 2 weeks earlier, where every room category is fully available.
Prior to the July 11 opening, all DVC rooms are available. After that, some rooms are not.
Is this incredibly low? Most certainly. DVC's slow season typically runs from mid-August to mid-September. Having any open nights in a Studio at (for example) VGF in July is unprecedented.
However, you're missing my main point.
Until the theme parks open, the primary form of onsite entertainment will be the pools. Under normal circumstances, the pools are designed to handle only a fraction of Guests staying at a hotel. However, with social distancing, the pools will be only be able to handle a fraction of a fraction. Without the theme parks open, expect far more Guests than usual to want to spend time at the pools.
Once the theme parks open, that will reduce crowds at the pools. Until then and with social distancing enforced, the pools are likely to woefully inadequate at handling the crowds.
