If you're booked with a code that is no longer available, can you change resorts without losing the discount? Specifically, is it possible to upgrade from a value to a moderate without losing free dining, or is it considered two different discounts since the value offer is free QSDP but the moderate offer is for the standard DDP?

Generally, yes, you can change resorts and upgrade by paying the difference. If the CM can't do it, ask for Guest Relations. They usually can do it.
