I will not be doing Disney this year, however we will be in the area and would like to eat at one of the hotels. Will we be allowed to get in being how we are not resort guest or staying on site.

You can take transportation to any of the resorts from a park.

If you wish to dine at one of the resorts for an extended time, you should have a dining reservation. You will be given a pass for 3 hours.

If you wish to park all day at a resort, you can pay to valet park, which is the same cost as parking at the parks and then walking or taking transportation to the resort.

For obvious reasons, parking at resorts are for people who paid to stay there. There are multiple signs, as well as security guards who will ask for I.D. and a dining ressie number.
