You cannot stack discounts, even Disney discounts, so you cannot get an offer on another website and then try to get an additional discount out of Disney.
You have to choose which is the most efficient and cost effective for you.

That's not entirely 100% true. I was able to combine a WDW discount with a AAA additional booking promo this past spring. It ended up being a bit of a hassle, but I did it. (I got a Disney room discount plus $100 gift card from AAA.)
I'll agree with the pp though that I don't think you can combine Priceline room discounts with Disney's free dining promo.
I also take issue with the last sentence. You can most certainly book the free dining promo by calling Disney. Maybe they mean the only way to get the dining plan is through Disney? I'm not sure. Even there, I think Ive seen the same offer on secondary websites (like AAA).
I also agree that usually you get the best terms by booking directly through Disney. Except for probably AAA, all prices being equal on an offer- you are better calling and booking through Disney than a place like Priceline.
From what I've seen, Priceline deals are usually prepaid, with strict cancelation charges. Disney is fairly flexible in comparison.
Likely the pp is corect that likely you will have to decide between one discount or the other. Free dinig is a promo that is available only with packages that are otherwise full price (full price on the room and park tickets). Soetimes getting a % off the room rate is a better deal.
A reservation made through a TA "belongs" to the TA and not the Guest until actual check-in. This is industry standard. As soon as someone in reservations sees that it is a TA-made reservations they will tell you that any changes have to go through the TA.

this is not the same as combining discounts- that 100 gift card came from AAA not disney.
you could not get a discount room AND free dining.. you could only use one
